Do you need help paying your home energy bill? The HEAT assistance program opens each year on November 1 and ends April 30.
If you are in danger of shut-off you may contact your local HEAT office for crisis assistance.
The Home Energy Assistance Target (HEAT) Program is an assistance program designed to help low-income households with home energy costs. For eligibility requirements; visit: housing.utah.gov/seal/heat.html or call the local HEAT office at 435-743-4060 or the State HEAT program at 866-205-4357.
Every October citizens are eligible for an Equal Pay Plan under these conditions:
• Must be a utility customer for one year to establish a payment history;
• Account must be current with a good payment history and without any 48-hour shut off notices;
• Monthly payment amount will be determined each October;
• Credit balances will remain on the account for future payments and will not be returned to the customer;
• Two delinquencies during the equal pay year (October to October) will result in termination from the program;
• Customer may re-enroll in the program after one year if there have been no delinquencies.

Electricity- Fillmore City established its own electric utility in 1918 and presently has 1,164 customers. The city owns a portion of the Hunter Power Plant in Emery County, San Juan Power Plant in Arizona, and IPP in Delta. Also a contract with CRSP provides the city with power from Glen Canyon Dam. These power generating plants, as well as several other sources, provide Fillmore a dependable source of electricity. Also the city is a long standing member of Utah Associated Municipal Power Systems (UAMPS). The city's electric system is maintained through a contract by Flowell Electric Association.
Water- Fillmore City has the right to all the water from Water Cress Spring, located in the mountains east of the city. The city supplements this water during the months of April-October with underground water rights pumped from two wells. The city has purchased water rights in Flowell that can be used for future growth. Fillmore's system has five storage tanks with a combined storage capacity of 1,875,000 gallons. The system is maintained by the city.
A secondary watering system for irrigation purposes is supplied by Fillmore Water Users Association and is not administered through the city. Sewer- Fillmore has a waste water sewer facility which meets all government regulations and is adequate to meet the city's needs and is also maintained by the city.
Garbage- Automated Garbage Collection Information - Fillmore currently contracts with Millard County for use of the county landfill facilities. Only construction debris, inert yard waste, tires, and scrap metal are acceptable at the landfill east of Fillmore on 500 North. There is also a flesh pit at the landfill. The dumpsters at the transfer station west of town on 400 North are provided for household garbage.
Landfill Schedule- The Fillmore landfill will be open 3 days a week, 8:30 am to 5:00 pm, Monday, Friday, Saturday, including all holidays except Thanksgiving and Christmas Day.
